brake spindle
I don't know if this will fit the larger context of the translated work, but the entire assembly is called simply a brake spindle. Figura 7.1 of the first link shows the montante fuso and the mozzo, and a brake spindle is both; the second link gives examples. In this particular application, the mozzo would be called a spindle; I know this from years of working on my own brakes.
