Explanation:
I know it sounds terrible but this is a technical legal term and it is used when the annual general meeting (AGM) and other board meetings are convened.
You cannot call it "first meeting" because by law (in Italy) at the "first convocation" nobody goes. The meeting is held at the "seconda convocazione".
In fact you'll find that first convocations are indicated as taking place at times like midnight on Sunday.
I know it sounds as if I've gone off my trolley but I swear it's all true - I translated all this stuff for years at Olivetti HQ (then they took me away in a strait jacket).

I have found only a couple of sites using this expressions, which seems an improvement over the suggestion in Codeluppi "in first call, in second call".
I would tend not to use just meeting, since it is only when the chair calls the meeting to order then he or she realizes whether there is a quorum or not.

Explanation:
It is common in Italy, when calling a meeting of a company or association,to state on the notice of the meeting "prima convocazione" and "seconda convocazione". This is to ensure a quorum at one or the other!

Explanation:
I don't think it's a call to order, simply the first invitation to attend a meeting. If there isn't a quorum at this meeting, then a second call (or invitation) will be issued, for a meeting at some later date, with different criteria for quorum, etc.
