You can probably leave "enabling" out as an unnecessary and confusing detail of the Italian system
A legge delega is really just a common or garden Act of Parliament which follows the normal procedure of empowering Government to make regulations which are termed decreti legislativi (legislative decrees) under the Italian system.

agree  Federica Meacci: I agree but I would use a present tense or a gerund for "to establish"

  -> "To establish" the correct tense without proper context is impossible. But yes would go better. I was focused on "enabling" and the fact that it might be best to skip it.
