I presume here the **talpa** is some sort of borer but does anyone have an idea what the correct name is?

and using my nose and studying the drawing I worked out that it's one of these

but for drilling into insulation board, not concrete.

Using one of these you can bore a round hole in the insulation board, insert the fixing, and then insulate it by covering the head with a piece of circular insulating material.
