Not sure of the meaning of decadenza in the above sentence so any help/suggesions would be much appreciated.

Auditors and other co. officers are disqualified or barred from office. They neither lapse, nor expire, except on death.

The preceding ineligibility conjures up the canon of construction: noscitur a socii which is Latin for 'know the word by the company it keeps' - namely in that specific context.
