From my extensive experience gained from watching cop shows, the US ones certainly use "headquarters" just to refer to the station they're based at. UK police would simply say "the station":

"We'll take him down to headquarters to question him. That way he'll be on our turf and maybe he'll get scared enough to let something slip; if he does know ..."

"“I'm going to take him down to Headquarters, Mrs. Lee,” Frank said firmly, taking the boy by the arm. His eyes were wide with confusion. He didn't know why he "
