The text is a magazine on Civil Administration and Central Government. The magazine is divided into different sections namely, local finances, electoral material, public and institutional communications and "nuovo assetto dell'anagrafe".

From the glossary and dictionary I concluded that 'assetto' is the structure or the set-up

And "anagrafe" is a register of statistics..

But I have my doubts as to a proper translation...

structure of the Registry office


Explanation:
I know that the Italian Government is restructuring its Registry/Registrar's offices now, and they are going to introduce a whole new set of computers and equipment for the passports - so, it definitely is system structure/set up, now I wouldn't mind if there was any native English user that might correct me on the proper name of the Registry office - office issuing birth certificates, performs civil matrimony acts and passports
