Italian term or phrase: trattenuti
La situazione attuale e caratterizzata dal disagio occupazionale che non sta migliorando nei paesi avanzati.
Ai veri disoccupati ovvero statisticamente rilevati come tali, si aggiungono quelli che non cercano lavoro perché scoraggiati. A questi possono poi essere aggiunti i cosiddetti trattenuti e infine i sottoccupati che spesso vivono la propria occupazione con estrema precarietà.

The verb 'trattenere' is used here in the sense of 'to have at one's disposal', 'to have at one's disposition', 'to keep in one's possession'.

AFAIK, reserve workers are not employed full-time, but are called from time to time to fill in for absent regular workers.

Held (I think) – not without pay, but on various provisions, linked to retirement deterral, etc.

Oppure: per il lavoratore trattenuto con una successione di brevi contratti a termine, ma non per il lavoratore a tempo indeterminato

you can add those who are so-called maintained

Looking at this again I think it should be those who have been detained. Maintained is wrong, I now see. It could also be the detainees.
