I was wondering whether it is correct to use "giving effect to the directive" as a translation for "relativo alla direttiva" ??

Does it achieve the same effect as for the Italian original text?

Original text:
Facendo seguito all'istanza avanzata dalla S.V., si trasmette, in allegato alla presente, l'attestato relativo alla direttiva XX/YY/XX del 7 settembre 2005 ....etc

translation:
In response to your request, please find attached to this letter, the certificate giving effect to the directive ...etc

or would it be better to stick to the literal translation?
