You don't need to translate "il medesimo" as "the above", because the "autorizzazione regionale" to which it refers is not "above" - it's in the same sentence.

You don't need to translate "provvedimento" as "measure", because that's confusing when you've referred to it in the same sentence as an authorisation.

And you don't need to translate "regionale" because we've already been told in the same sentence that it's regional, so that would be repetition.

I suggest just "and phases II and III of the authorisation".
