meaning that they invoke the larger group/gang to intimidate people mafia-style, be it to extort them or whatever. Associations here is used as a way to say whom someone is associated with, and I thought the plural expressed this general social sense of the word, whereas the singular implies more a legitimate organization.

Hi Pauley, Yes, I think it means that, whether you are officially recognized as mafia or not, if you invoke a larger group to intimidate someone, you are essentially behaving like the mafia; so if you extort someone by threatening someone not just with your own reprisals, but also with those of a larger group, you are conducting yourself in a mafioso manner.
