HI all -

I am translating a legal document concerning various Italian municipalities participating in legal actions against a oil company concerned with potential environmental risks.

I am wondering what this phrase "posti a fondamento" means within the following context:

Il primo dei motivi, dunque, posti a fondamento risulta trovare la sua ratio proprio in quanto specificato dalla difesa del Comune controinteressato. Infatti, secondo quanto previsto dall'Art. 1, Law reg. Abruzzo No. 93 del 1994, l'area d'interesse risulta rientrare nelle zone sottoposte a tutela quali "beni culturali primari": sono, infatti, tutelati "i trabucchi and il loro intorno" "compreso il tratto di mare che concorre a formare il quadro d'insieme" .

Here, BTW, "motivi" refers to the reasons they feel further environmental impact study is needed.
