Here's the sentence from a corporate tax return:

Ai sensi dell’art. 34, comma 1, del D.Lgs. n. 241 del 1997, sono escluse dall’assistenza fiscale
prestata dai CAF – imprese, e quindi dal rilascio del visto di conformità, le imprese soggette all’imposta sul reddito delle persone giuridiche tenute alla nomina del collegio sindacale e quelle alle quali non siano applicabili le disposizioni concernenti gli studi di settore, mentre nessuna limitazione è prevista per il rilascio del visto di conformità da parte dei professionisti individuati dall’art. 3, comma 3, lett. a) e b), del D.P.R. n. 322 del 1998.

My problem is with "sono esluse dall'assistenza fiscale". Does this simply mean these parties are not allowed to go to a CAF for help in filling out their tax returns?

I think you're right. I learn from the Ravenna CAF-imprese site below that:

Con questo visto il CAF IMPRESE attesta all?Amministrazione Finanziaria che:

1) La contabilità è formalmente corretta

2) I dati esposti nelle dichiarazioni fiscali corrispondono a quelli della contabilità aziendale e questi ultimi alla documentazione contabile

3) Sono stati verificati i dati esposti in dichiarazione alla luce delle disposizioni che disciplinano gli oneri deducibili e detraibili, le detrazioni e i crediti di imposta, lo scomputo delle ritenute d?acconto.

What I understand is that the CAF-imprese can and will help all those (small) companies whose accounts do not need internal auditing (collegio sindacale) presumably because they are straightforward enough. The CAF, having examined the accounts, would grant its "stamp of approval" and the tax return can then be sent to the tax office.

Is this plausible? Please bear in mind that I am no expert.
