"le acciaierie si caratterizzano per la produzione di **acciai lunghi di qualità** (rotaie, profili speciali, etc.).
Does this mean they are characterized by the production of high quality steel or does lunghi refer to acciai (in the sense of "long pices of steel" or something like that?

I think your second supposition is correct that lunghi refers to the steel itself. So they produce long steel products such as bars, tubes etc.

Penso si riferisca al fatto che sono segmenti di acciaio di notevole lunghezza, ad esempio le rotaie. Non sono un'espoerta
