Without seeing the context of your excerpt, I do not know if it refers to the teaching profession or to another profession. In any case, if it refers to teacher qualifications, the term in US English is"elementary certification". This refers to a license to teach children on the elementary school level.

If, however, the work refers to another profession, I would suggest "basic certification" as opposed to a professional qualification.

I know it looks silly but when Italian children finish "elementary education" - which is called first school in Europe, they sit an exam and they are given a diploma.
When education was not compulsory many many children were sent to work at the age of 12 and all they had was the "licenza elementare". My mother is one of these people.

This is why kuodz is so good - I've looked at all the proposals and they are all valid. Pesonally I use "first school" as "primary" was abolished some years ago although they still speak of "primary" and "secondary" education.
As Paola says, maybe you should avoid the use of the "Diploma" or "cerificate" although they do actually get one (my son has framed his and we have it on the wall), but I think "graduate" is referrabel to a higher type of education, so perhaps:
"some have barely finished primary education" would be suitable, as the context makes this distinction "that some have professional qualifications, whilst others have barely achieved a primary school education".

"graduate student" e' sicuramente lo studente che segue corsi post-laurea.
To graduate vuol dire appunto ottenere la licenza, diploma, completare il corso di studio. Con "graduated from elementary school" ho trovato 21 pagine di riferimenti con Altavista.

Se stiamo cercando una traduzione letterale Paola ha ragione.Pero'......
parlare di education invece che graduation in questo contesto ha piu' senso.Ho consultato piu' di una persona madrelingua sul problema e tutti dicono che parlare di graduation in questo caso sounds silly.
