La Carta degli Ambiti Territoriali Omogenei di corredo al P.A.T., inserisce il territorio interessato dalla perizia estimativa nell’ATO n. xxx “XXXX – XXXXX”, mentre la Carta delle Trasformabilità ha individuato l’ambito definendolo “Area nucleo”.
P.A.T. stands for Piano di Assetto del Territorio & A.T.O. is Ambito Territoriale Ottimale.

I would go for "core area" for "Area nucleo" here, but I am not so positive.
I feel there is a technical side to it, yet I can't pin it down.
