The term appears on a list of charges from a hotel, along with the %IVA and the charge. For example:

Appartamento / 10%IVA / 240.00
Assolto Contr. Sogg. / FCIV / 6.00

It's definitely not a credit, as the client is being charged the 6euros, not credited. I'm assuming "sogg" is soggiorno, and "contr." is maybe "controllo" - is this some sort of check out fee or cleaning service or something? Any clues on the FCIV as well?

La dicitura “ASSOLTO CONTRIBUTO DI SOGGIORNO” apposta in calce alla ricevuta fiscale è obbligatoria. Gli uffici di Roma Capitale stanno provvedendo ad inviare alle Strutture Ricettive regolarmente autorizzate un timbro completo di logo “ROMA CAPITALE” che riporta appunto la dicitura “RISCOSSO CONTRIBUTO DI SOGGIORNO”.
Ai fini IVA la somma riscossa a titolo di contributo è da considerare “Fuori campo Iva - Esclusa da IVA”, in quanto non avente natura di corrispettivo. In quanto tale, dunque, non deve concorrere alla liquidazione dell’IVA di periodo, e pertanto viene annotata in apposita colonna ed esclusa, come detto, dal totale dell’Iva Debito. Trattasi di una semplice “partita di giro”: prima si riscuote e poi si versa.
Si attende l’approvazione, da parte della Giunta del Comune di Roma, del Regolamento applicativo del Contributo di Soggiorno.
