Non so dove ha trovato questa definizione di "essere male in arnese", e cioè "con pochi o cattivi strumenti", e non si capisce bene cosa vuole sapere...
"Essere male in arnese" vuol dire:
1) essere vestito male;
2) trovarsi in cattive condizioni economiche o di salute.
In questa locuzione "arnese" non significa "strumento, attrezzo", bensì "vestito, abito".

Se qualcuno ha fatto il ragionamento: arnese = strumento > essere male in arnese = con pochi strumenti, beh, questo ragionamento è errato, perché il ragionamento corretto è: arnese = vestito > essere male in arnese = essere vestito male, avere un brutto aspetto > essere povero, malconcio, malato.
