Il governo intende cooperare per la ricontestualizzazione e la restituzione delle opere d'arte di reciproca spettanza.

vuol dire interpretare i beni culturali nel contesto attuale? o il significato e diverso?

Yes, I do think the two terms are used here to express one idea. "Reciproca spettanza" would seem to indicate that the two countries have agreed to "exchange" works of art that "belong" or were "originally" found in other country. But of course without knowing more about the situation, it's hard to be too sure!

Asker: so "ricontestualizzazione" and "restituzione" both refer more or less to the same thing. and the original/rightful context would be the rightful owner, that is "reciproca spettanza" refers to owner?
