senza/prima (vedi sotto)

Explanation:
http://www.uni-konstanz.de/ZE/Bib/diss/k/kohl4_fn.html

The first city of Rome

Explanation:
From the first city founded by Romo and Remo to the Imperial Rome.

Senza Lupa means after weaning, when the brothers (grown up) laid the foundations of the first nucleus of what then became Rome.

Roma senza Lupa

Explanation:
Before choosing a final version, I would check Levante, Romano M., (1996) . D'Annunzio : l'uomo del Vittoriale, (Colledara [Teramo]: Andromeda), for two reasons:
1. The book should explain the context of the D'Annunzio reference. D'Annuzio was writing literary criticism about Rome in the late XIX Century. Perhaps it is not an allusion to early Rome
2. The book may have already been translated (or some of the D'Annunzio essays therein). A phone call to the publisher will confirm that. If so, then "Roma senza Lupa" should use the same translation, since that is the approved rendition of what D'Annunzio wrote.
I have to get back to work, or I would check out the book myself.
Good luck.
Jonathan
