It's part of an opera costume (Laura in La Gioconda):

"Il costume è in velluto di seta nero con finta pettorina in broccato azzurro. Lo scollo è sottolineato da una gorgera in tulle avorio con bordo oro e armatura in midollino."

I'm not sure what armatura refers to here it sounds llike it should be the ruff, but I can't imagine that it would be reinforced with wicker! Otherwise, the neckline, but I can't picture that either.

Sarah, just think of the ladies\' dresses in the Renaissance: see La Gioconda, for instance. Such dresses have a waive in the frontal part, like a corset, that is an elegant reinforcement and ornament to the dress itself.
