"Everybody says the recommended tire pressure settings are appropriate when measured "cold." What does that mean?

If I measure the tire pressure in the garage, in the morning before the sun comes up, and the temperature is 70 deg. F, my tire pressure is 44 psi.

If I do it on a chilly morning at 30 deg. F, the tire pressure is 40 psi."
