What Laura G says is correct. How to put all that into English?

I have "translated" this term many times by simply writing REA (in italics to indicate it is an Italian word) followed by a short explanation in English in square brackets: "Preliminary Business Register". In fact, as a rule businesses register here first before obtain a full and final listing on the Register of Enterprises / Companies Registry. Therefore, REA is nothing more than a sort of preliminary registration which oddly enough is not extinguished by the subsequent full registration at the Regisry of Enterprises / Companies Registry. I hope all this helps you to find an acceptable English translation.
