It's part of a list of special powers awarded to the managing director in the case of particular urgency.
"L'assunzione di determinazioni sulle transazioni di valore non superiore a 2 miliardi di Lire"

"Assumere una determinazione" in the high-flying bureocratese stands for the plainer "prendere una decisione", i.e. "to take a decision". It means that the managing director is empowered to decide (take decisions = assumere delle determinazioni) on transactions involving an amount not in excess of
2 billion liras (it may sound like a lot of money, actually it's less than 1 million USD... I wish I had them!)
