Companies use either of two basic accounting methods: the accrual method (in which income and expense items are recognized as they are earned or incurred, even though they may not actually have been received or paid), and the cash method (in which revenues are recognized when they are actually received, and expenses are recognized when they are actually paid). (There's also something called the "modified cash basis," in which the accrual method is used for long-term assets; often, this is the method that is actually in use when the phrase "cash basis" is used.)

So in English, your phrase goes something like this: "...confirmed by the law governing the preparation of balance sheets, on an accrual basis as well as on a cash basis...."

As a mor general alternative, instead of "balance sheets" you could say "financial statements."

Per quanto riguarda il concetto di "competenza", è sempre "accrual", "accrual period", si tratta del principio contabile "accounting principle on an accrual basis" o anche "pro-tempore accounting principle".
