I don't think "liberi" and "vincolati" has anything to do with the number of checks that the owner may write in a given period of time; rather the wording refers to the owner's right to withdraw the money whenever he wants, or subject to a certain amount of time before he can do so.

If Francesco's understanding of the Italian is correct, then this is what we normally call them in the UK (usually 30 day, 60 day or 90 day notice accounts).
