Actually having trouble with the whole sentence

English translation:fixed tax , or just a fee?
Explanation:
literraly the first one, but I would lean towards the second...because the idea seems to be of a one-time fixed-price fee (or another legal term meaning the same) , related to the registration of the pledge..( I do not "see" the idea of a "tax").once this payment is done, the pledger (il constituente) can prove that he has all the required guarantees to get his loan or other obligation..
At least this is the way I understand it, but it is admittedly very tricky!!
