I am checking a text in which this concept has been rendered as "... turnover before approval". Is this acceptable?
"La società ha registrato nel primo semestre 2001 un fatturato consolidato preconsuntivo di ... milioni di euro"

I would probably choose "preliminary", meaning not yet finalised or also "unapproved". What you have is OK though.
