Italian term or phrase: fatture a costo
This is from a latter between two divisions in the same company.

"Se può mi faccia sapere come possiamo comportarci, noi siamo pronti per spedire i pacchi delle fatture a costo (art 93 2008)"

I am wondering if perhaps the phrase I have asked about might have some business/admin meaning other than the obvious.

Any suggestions?

Explanation:
Can't see any reason why it shouldn't be "at cost". This is often illegal. If companies in the same group sell to each other at cost without making a profit, they save on taxes. Intercompany trading should be on an "arms-length" basis, as if they were two independent companies in the market place.
