I think the "decreto di proprietà" (you have OCR mistakes here) is just a way of saying owned by - with deed of ownership held by -. Depending on the actually set up this probably just means leased or rented plant. I imagine it is a Royal Dutch company and that this "decreto" originates in another language, not Italian.
