In Italian the "copertura" is often synonymous with roof something to cover above, so here I would take the copri-ferro as concrete cover above (copri-ferro) and on the sides. The reinforcement bars are not painted so if they are exposed in anyway they will rust and the concrete will lose its strength. Obviously shelter above is most important, but water and the atmosphere can get in from the side too.

Asker: Infatti, stavo pensando a "concrete cover", ma nella stessa frase c'è anche "ricoprimento di calcestruzzo": "elementi sono disposti con adeguato copri-ferro e ricoprimento laterale di calcestruzzo atto a proteggerli". Si tratta di un brevetto e purtroppo casi come questo abbondano... Comunque, thanks a lot!

agree  philgoddard: This was a perfectly good answer given that the asker didn't provide context. Since the ricoprimento is on the sides, presumably the copri-ferro is on the top.
