I agree it\'s not very clear, but maybe you could try something like:
\"Modifications to the main sewer pipeline as per variation to your preliminary design, length covered under contract 30m:
length of pipeline laid 70m, design xxx length 48m. Only the difference between the length laid and the design xxx length is considered for payment - which corresponds to 22m.\"
