Italian term or phrase: Legge Delega
Could someone please help me with an "official" (that is, EU or internationally recognised) translation into English of the Italian term "Legge Delega" . I have seen many different translations of it but require one that I can back up with documentation. Thank you...DD

Legge con la quale il Parlamento delega il Governo a emanare atti con forza di legge (decreti legislativi o decreti delegati) in determinate materie. Nella delega il Parlamento precisa i principi a cui il Governo deve attenersi. Per esempio, con la legge-delega 477/1973, si diede la possibilità di emanare decreti per riordinare la scuola italiana.

The legislative decree submitted by the Minister for the Environment, Altero Matteoli, as a means of carrying out the environmental Delegation Law has now reached parliamentary scrutiny. The Law foresees the complete reformulation of environmental legislation, which would be assigned to a commission of 24 wise men.

However, the legislative draft was not only passed on to the commissions of the Chamber of Deputies and of the Senate without the opinion of the Unified Conference of State Regions and Local Authorities, it was also submitted without the required technical-normative analysis and without a study on the impact of the proposed regulation: thus, various compulsory procedural steps prescribed by the approved Delegation Law were entirely disregarded.

Italy: Delegation law broadens corporate tax reform

The Italian Parliament passed a delegation law (Law 80 of April 7 2003), effective as of May 3 2003 pursuant to which the Italian government has been empowered to issue - within two years as from the entry into force of the Law - legislative decrees aimed at operating a wide reform of the Italian tax system (the Decrees), based on the principles outlined in same Law. The enactment of the Law represents a crucial step, since it is expressly intended to render the Italian tax system more efficient, and as such competitive with those of other European countries. The government has expressed its intention to enact most of the Decrees by the end of the year, so to have the reform effective as from January 1 2004.

Enabling Law

The process of delegating legislative authority has two parliamentary stages. First, an enabling law, legge delega, is approved by Parliament under normal procedures. This parent legislation is designed in such a way as to prescribe clearly the number of decreti legislativinecessary for implementation of the legge delega and the timing for issuing them.
