non bank payment devices/instruments Explanation: This is what my husband (a lawyer who works exclusively for banks) would suggest. He adds, though, that outside of cash, he knows of no payment device that is "non bank based." Even money market payments go through banks. Apparently there is such a thing as a "non-bank bank." These are institutions that do not qualify legally as banks because they do not make commercial loans, but do all else that a bank does.
