Titoli here would seem the be the actual certificates, which are evidence of "title" to the financial instruments rather than the actual securities here, hence certificates to be held in deposit.

"Certificates" seems right then, that is not a straight list of securities, but I only put "high" not highest. Standard Italian practice is to make any list as exhaustive as possible, using any and all available synonyms and then to put etc. on the end. After all "la carta canta" ;-)
