La situazione ambientale è fuori controllo, e non si trovano rimedi adeguati, se non i limiti ( sarà sempre di più il principio del “polluter pays”, cioè di “chi inquina paga”) ovvero il blocco tout court della circolazione, e un progressivo affinamento delle emissioni.

The conjunction e in this context could be translated as "and consequently"

my translation is:

The environmetal situation is out of control, and we can’t seem to find suitable measures except imposing limits (we’ll use the “polluter pays” principle, that is “who pollutes pays”) or the “tout court” traffic block, and a refining of the emissions.
