a bidding process is one where the lowest priced or most comprehensive plan/product/proposal is chosen.
Public services (police, utilities, transportation) are managed ultimately by elected officials
Private entities..Uncle Joe's Company, doen not answer to anyone other than their business criteria and the prevailing business laws.
In other words, uncle Joe can put a pool in the backyard of the company and may ask for bids to choose the lowest price vendor, but he is not obligated to follow the bidding regulations that are specifically aimed to public entities

Hi Ariella,

I think that "contract notices / invitations to tender" are pretty straightforward definitions. The hard bit seem to be "iniziativa privata". I believe it refers to partnerships between public and private institutions for the realisation of some infrastructure projects.

PFI= Private Finance Initiative and PPP= Public-Private Partnership are closely related terms.
