Here is the full sentence for adequate context:

Signora X riporta gerarchicamente a Sig. Y, e funzionalmente a me.

I found instances online where literal translations were used to describe the reporting lines, i.e. 'hierarchically' and 'functionally', but I have not succeeded in determining what these actually mean.
