In my opinion here:
"si esplica" means si concretizza, prende forma;
"funzione" has to be read as finalità, scopo;
and in this context I would translate "fruizione" with "enjoyment".

We should rather try to identify in the unexpected social purpose a new value that takes its shape in the enjoyment of a heritage.

"That is achieved" is another option.
