I always thought "Pubblico Ministero" is a synonym of "procura" :((

This formula is used, and avoids the repetition. It is not inaccurate, either, since in practice the Procura is situated inside the Tribunale (at least in all the Italian courts I've seen), and is considered part of it.
Otherwise just put Public Prosecutor's Office of XXX. EIther way, I would try to avoid the repetition
