in using the English term 'institution' in this sentence as a literal rendering ('the scarce use of the institution'), while not technically incorrect, sounds unnatural to the native English ear (well to mine at least).
the term 'istituto' does not mean method but the point made by Raffaela is that in this case the term istituto refers to the term diritto di recesso, something that your example also confirms.

As such you could easily rearrange the sentence and omit 'istituto' altogether, replacing it with a pronoun ('where on a practical level it is hardly used'). If you want to avoid any possible confusion, it might be better to simply repeat the term 'right of withdrawal' (where on a practical level the right of withdrawal is hardly used').
