Hello Matthew, I'm sorry that my guess comes maybe too late ... As far as I can understand from a document issued by UK Civil Appeals Office (please see below link), it is quite difficult to have the chance of appealing a second time and, consequently, it should be likewise difficult to serve a notification again ... anyway .... I hope this can be of some help to you.
