siamo nell'ambito della notifica di una sanzione.

Successivamente alle formule "visti"/"considerati" troviamo "si contesta", ai sensi e per gli effetti degli articoli [...] e successivamente "si comunica che".

Mi chiedevo se esistessero delle formule specifiche come "having regard to" o "whereas"?

Non trovo riferimenti online, ma forse è la stanchezza :)
