I know that novella means a short story but how should I say novellato?

This is what Eurodicautom says. The Garzanti on line gives this definition of the verb "novellare":

"||| v. tr. (dir.) modificare un testo giuridico su singoli punti e per mezzo di riforme parziali: questo articolo è novellato dalla nuova legge"

So these "decreti legislativi" did not substitute the whole law, but only sections.
