In this context, my impression is that the meaning of the term, "d'ufficio", as "ex officio" (Chambers Dictionary: by virtue of office or position) seems the most likely. Although "as a matter of course" would presumably also make sense, in principle.

trattandosi di insolvency, direi Auditor (con l'appoggio di Eurodicautom, lentissimo!)
D'ufficio: pensa che Eurodicautom dice "automatically", mentre su Eurolex non ho trovato niente che andasse per il tuo contesto.
forse direi, anche se e' lungo, "according to regulations" perche' questo vuol dire.
se non si dovesse fare riferimento alla persona potresti tradurre "statutory audit", ma statutory non puo' essere applicato alla persona.
