This is from "Servizi Demografici et Elettorali"
Was the record eliminated because they all died off? If so, how could they have anything on file?

Explanation:
In Italy we can request from the Registry Office what we call "estratto" of certificates (in this case the family status certificate), i.e. an abridged copy of the integral (unabridged) original. I guess it means here that the original integral copy kept by the Registry Office was lost or destroyed, perhaps during WW2, and only an abridged copy still exists to serve as the original.
