"sede di rappresentanza" is not the same as "filiale" or "consociata" which would be "branch/regional office" or similar.
Such a "sede di rappresentanza" is an office set up by a company in another town/region/country, not as an operative unit but, as our anonymous asker points out, for public relations and similar purposes.
My explanation is based on teh fact that a company worked for had "filiali" or "branch offices" that were operative for business, and "sedi di rappresentanza" were for "bella figura".

This is just a note to back Angela's answer but as it is quite long, I cannot insert it in the comments field.
Angela's explanation is very clear.
In my own experience, there can be some overlaps: I worked for what was internally and legally known as the Italian branch office/filiale (legally established company in Italy) of a large international company, but in fact we were more of a sede di rappresentanza (local representation office), since we were a total staff of 2 (very efficient and omnipresent team, but nonetheless just the 2 of us!)
