La domanda mi ha molto incuriosito ed ho fatto un po' di ricerca. Da alcuni siti storici italiani, deduco che "temperatore" non era solo colui che riavvolgeva i pesi (nel qual caso tradurrei "clock winder") ma colui che aveva in generale "la cura dell'oriuolo" (http://www.promontesansavino.it/monte/arte/ars/torre.html) comprese anche le meridiane (http://astrolink.mclink.it/uai/sez_gqs/art5.htm)
In inglese "clock keeper" come titolo ufficiale l'ho trovato usato all'universita' di Cambridge, presso questo sito

Explanation:
I have seen and used this expression.
The clockwinder winds them and mends them. See extract of following folk song (although of course here he does even nore that that):
"OLD GERMAN CLOCKWINDER"
A German clockwinder to Manchester came
And Peter Von Gherkin was the old German's name
All up our street with his little brass bell ...
"Some clocks for to wind," this old German would yell
