Basically the "idonei" are students who passed a test for a competition for 10 university places but were not in the top 10. Therefore, they didn't "win" the competition (and get the places on offer) but they didn't fail the test either. They are sort of a resrve list. What would be a good English way to describe such candidates.
I'm going with "qualified" as I have already used eligible to describe those who can participate in the competition in the first place (high school diploma, EU national etc.). Thanks to Pat too. 4 KudoZ points were awarded for this answer
