I guess it depends on what the "emanazione" actually refers to ...the translation could be "subsequently/thereafter it was issued/enacted (or even "brought in" if talking about some measure or other) directly by the University".

What was it that was "una diretta emanazione dell'Universita .."?
If it is a structure, an agency an office a research centre, then I would say "offshoot".
